Landmark Chambers is a leading set of barristers based in Fleet Street and seeking an experienced Civil Legal Aid Fees Clerk for a 9 to 12 month maternity cover assignment. This would ideally commence at the start of September 2021, but no later than 01 November 2021.   

Candidates should Ideally have at least 5 years’ experience of working in a similar specialist Legal Aid Fees Clerk role within a Barristers Chambers, together with the following skill set:

 Experienced user of LEX or MLC Chambers Management system

  • Excellent communication skills, both oral and written
  • Strong inter-personal skills with the gravitas and credibility to execute day-to-day dealings with Members of Chambers and staff
  • Used to working as part of a busy team in a fast-paced environment
  • Ideally experienced in people supervision
  • Working knowledge of Excel and Microsoft Office.

 Job Description

Job Title: Civil Legal Aid Fees Clerk

Reporting to: Head of Finance

Hours of work: 09:00 to 17:30

Outline of duties in role:

The Civil Legal Aid Fees Clerk will work with the Head of Finance and Finance Team to provide financial administrative support and assisting with the billing/collection of outstanding Civil Legal Aid fees, including:

KEY RESPONSIBILITIES AND DUTIES

  • Efficient and accurate Civil Legal Aid billing including Pre/Post 2013 Certificated cases, CF1a Billing, Legal Help, Controlled Legal Representation, High Cost, VHCC with Chambers’ Instructing Solicitors to bill Counsel’s Legal Aid fees
  • Experience of Inter-Partes Billing for matters where a Cost Order has been issued
  • Submission of claims using the CCMS online billing system, dealing with subsequent queries, rejected claims and assisting with outstanding claims where required
  • Appealing LA Assessments and incorrect decisions
  • Advising Members of Chambers of the most effective/efficient billing methods
  • To ensure that there is appropriate scope in any Civil Certificated matters to include any relevant enhancements etc
  • Liaising with the LAA in order to deal with any funding issues, including keeping abreast of any relevant LAA updates
  • Applying for payments on account request to the LAA
  • Dealing with monthly Provider Statements received from the LAA and querying any recoupments
  • Processing LAA payments and entering all information in to the relevant case within LEX
  • Assisting Members of Chambers in resolving payment/recoupment queries with the LAA
  • Monthly reviews and liaising with Members of Chambers in respect of any unassessed/unbilled cases to ensure that the Legal Aid billing is kept up to date
  • Chasing and reporting Members of Chambers Aged Debts on a monthly to basis
  • Liaising with Instructing Solicitors and the LAA to chase information/outstanding fees and handling incoming telephone enquiries from the same
  • Experience of Points of Dispute (including Bill of Costs) in order to liaise with Counsel in respect of Inter-Partes fees that are being disputed or where a reduction is being negotiated in order to aid settlement
  • Liaising with Instructing Solicitors and Costs Draftsman in order to negotiate the settlement of Inter-Partes fees and to ensure that Counsel’s fees were billed correctly on the Bill of Costs
  • Dealing with Court assessed Bills and liaising with Counsel in this regard
  • Ensuring that statements, reminders, receipts, VAT invoices and any other finance correspondence is issued and sent to Chambers’ instructing solicitors in a timely manner, including the sending of fee notes and reminders
  • Making detailed notes on LEX of any incoming correspondence on cases and taking required action, i.e. composing and typing responses to queries raised, making telephone calls where required, etc and cases placed on hold where appropriate.
  • Providing general assistance to the Finance Team, as and when required.
  • Ensuring that any relevant finance correspondence, specifically reminders, are issued and sent to clients in a timely manner.
  • Experience of Privately/CFA/Local Authority/Direct Access/Licenced Access/Government funded matters in order to assist the Finance Team with daily liaison with Instructing Solicitors for matters owed to Counsel
  • Managing monthly billing of both Legally Aided and Privately funded matters
  • Ensuring that any relevant fee collection correspondence, specifically reminders, are issued and sent to clients in a timely manner
  • Dealing efficiently and promptly with enquiries from Members of Chambers
  • Providing general assistance to the Finance Team, as and when required
  • Assisting the Junior Fees Clerks’ with any queries/relevant training required

In conjunction with the Finance Team:

  • Managing the centralised BACS bank account, including the transfer of BACS payments from the general bank account to the relevant personal bank accounts held by the Barristers and ensuring that cheques are banked daily
  • Entering LAA Payments on Account and Final Payments on to LEX
  • Entering cheques and BACS payments on to LEX

 Person Specification:
